In general, the Board sets policies and the Lead Minister makes decisions within those policies. The Lead Minister reports to Board and is also a permanent non-voting member of the Board. The Board can not hire or dismiss the Lead Minister - these actions can only be performed by a vote of the Congregation. There is an annual evaluation of the Lead Minister that is performed by the Board.
